DOE changed how air conditioners and heat pumps are tested. Here’s what SEER2, EER2, and HSPF2 mean when you compare Carrier, Lennox, Trane, and other brands.
Why the ratings look different
Effective January 1, 2023, federal metrics for residential central air conditioners and heat pumps use SEER2, EER2, and HSPF2 under an updated DOE test procedure (Appendix M1). Older SEER/HSPF numbers are not 1:1 comparable to SEER2/HSPF2.
Federal minimums vs ENERGY STAR
DOE sets national minimum efficiency standards for new equipment. ENERGY STAR is a voluntary higher-efficiency label with its own SEER2/HSPF2/EER2 criteria (for example, many heat pump split systems must meet at least 15.2 SEER2 and 7.8 HSPF2 under current ENERGY STAR heat pump criteria—always confirm the latest table on energystar.gov).
