The legal requirement
U.S. EPA regulations under Section 608 of the Clean Air Act require technicians who maintain, service, repair, or dispose of equipment that could release refrigerants to be certified under an EPA-approved program (40 CFR Part 82, Subpart F).

Industry transition context
The industry is moving toward lower-GWP refrigerants under federal AIM Act / EPA phase-down policy. New equipment lines from major brands are transitioning; always ask what refrigerant your system uses and ensure service techs are trained for that equipment.
