Federal test procedures changed in 2023. AHRI’s overview of SEER2/HSPF2 helps homeowners avoid apples-to-oranges brand comparisons.
What changed
Under updated U.S. Department of Energy test procedures, new central air conditioners and heat pumps are rated with SEER2, EER2, and HSPF2. These are not interchangeable 1:1 with older SEER and HSPF labels on equipment installed before the transition.

When three quotes list different brands, require the same rating family (SEER2/HSPF2) and the AHRI certificate for each match. A “16 SEER” legacy sticker is not a fair comparison against a “15.2 SEER2” new system without understanding the test change.

DOE sets federal minimums for new equipment. ENERGY STAR is a voluntary higher bar with published criteria on energystar.gov. We help you read both without overselling.
